James Franklin “Frank” Roe II serves as Director of Mobilization for Crossworld Canada. He has served as guest faculty at Word of Life Bible Institute since 2017. At WOLBI, he teaches the Book of Acts, Missions, and New Testament History and Culture.

Frank studied at Tennessee Temple College in Chattanooga, Tennessee, where he majored in Religious Education and minored in Speech, graduating in 1979. He earned a master’s degree in Christian Leadership from Anchor Christian University in Boca Raton, Florida, in 2019. He later completed a doctorate in Practical Theology at Master’s International University of Divinity in Evansville, Indiana, in 2021.

Frank is also the author of the novel I Am Paul, the Apostle.

Frank and his wife, Tammy, celebrated 49 years of marriage in 2026. He enjoys writing, cooking, fishing, hunting, and studying history. A favorite Scripture passage is Psalm 90:17.
